What is the purpose of the First Nations Health Council (FNHC) Evaluation?
Ference & Company Consulting Ltd. (see https://ferenceandco.com/), an independent evaluation and research firm, conducted an FNHC Evaluation to support the FNHC’s increased accountability and continuous learning in keeping with the 7 Directives and as per Resolution #2023-01. Findings from this voluntary (non-mandatory) evaluation will help the FNHC to: (1) identify what is working; (2) better understand any changes that have occurred between 2011 and 2023; and (3) lean into opportunities to advance further transformation as identified in the final report, including adapting its structure, role and governance.
Am I still able to participate in the FNHC Evaluation?
Ference & Company Consulting Ltd. engaged First Nations in BC between December 2022 and end of July 2023. While data collection is now closed, First Nations in BC have the opportunity to continue to participate in discussions on how to use the findings from the FNHC Evaluation to inform the evolution of the FNHC and its place within the First Nations Health Governance Structure as a whole. The FNHC Evaluation, entitled “Exploring the Journey of the First Nations Health Council (FNHC): What We Heard Report” (2023), is available on the FNHC website, as well as the Executive Summary and letter from the FNHC Chair in response to the report (https://fnhc.ca/fnhc-evaluation/). Who were invited to participate in the FNHC Evaluation?
Chiefs, political leaders, Health Directors and technical leads from across BC were all invited to participate in the FNHC Evaluation. FNHC Chairs and Representatives (former and current), internal and external partners and FNHA staff familiar with the FNHC were also invited to participate.
How can I feel confident evaluation findings are unbiased?
The evaluation of the FNHC was conducted at arm’s length by an independent, external evaluation and research consulting firm, Ference & Company Consulting Ltd. Ference & Co. was contracted to do this evaluation through a transparent public bid process. An important value the firm adheres to is to conduct all “work in a manner that is honest, neutral, and respectful”. This value-driven approach helps to guarantee that any report on findings produced by the firm is true, fair, respectful and reflective of First Nations’ views.
