The FNHC announced its intention to conduct an external independent evaluation process in 2020, at GW 10 to support the FNHC’s increased accountability and continuous learning in keeping with the 7 Directives. The evaluation was led by Ference & Company Consulting Ltd. (an independent evaluation and research firm) and the final report was published in Fall 2023.
Findings from the evaluation will help the FNHC to: (1) identify what is working; (2) better understand any changes that have occurred between 2011 and 2023; and (3) lean into further transformation by addressing recommendations for change in the final report to adapt the FNHC’s structure, role and governance.
The Evaluation aligns with the 7 Directives that guide the FNHC’s work and were created by First Nation Chiefs and leaders in BC – especially Directive # 7: Function at a high operational standard.
In August of 2020, the FNHC sent call outs for volunteers to participate on a volunteer, regionally-appointed Chiefs’ and leaders Working Group to help guide the FNHC evaluation.
In April 2022, an open, transparent and public Request for Proposal was issued through BC Bid and received a number of submissions.
July 2022, the contract for the evaluation was awarded to Ference & Company Consulting Ltd.
Ference & Company Consulting Ltd. engaged First Nations in BC between December 2022 and end of July 2023. Data collection is now closed
Over the next two years, First Nations in BC will have opportunity to engage in discussions on how to use the findings from the FNHC Evaluation to inform the evolution of the FNHC and the First Nations health governance structure as a whole.
