  • Fall 2021 Caucus: Addressing Indigenous-Specific Racism in Health Care

    Recent incidences of racism targeted at Indigenous peoples in hospitals in BC underscore the urgent need for systemic change to ensure First Nations people experience equitable treatment and have access to quality, culturally safe care.

    The provincial and national response to Indigenous-specific racism includes:

    • Provincial Declaration Act (DRIPA) implementation

    • (External link)(External link)Public Engagement on Anti-Racism Data Legislation(External link) (closes November 30, 2021)
    • BC Budget 2021: $45 million to support culturally safe health services
    • Federal UNDRIP Act, Bill C-15 (UNDRIPA) implementation
    • Federal Budget 2021: $126.7 million over three years to take action to foster health systems free from racism and discrimination where Indigenous Peoples are respected and safe. This includes funding for initiatives that will improve access to high quality and culturally safe health services, including patient advocates, health system navigators and cultural safety training for medical professionals.


    Eliminating anti-Indigenous racism in health care and achieving health equity are shared goals of the FNHA, FNHC and FNHDA. The FNHA-FNHC-FNHDA Anti-Racism, Cultural Safety & Humility Framework(External link) (2021) recognizes the importance of enhancing access to quality, culturally safe health care that affirms First Nations cultures, rights, and identities – in tandem with addressing systemic racism in the health care system.

    At fall 2021 Regional Caucus, the FNHC will be facilitating a dialogue between First Nations Leaders and government partners on addressing systemic racism in health care in BC.

    This engagement will be summarized and presented back to participants at the Spring 2022 Governance Caucus order to build consensus on the ongoing role of the FNHC, its mandate and advocacy agenda.

  • Spring 2021 Caucus: DRIPA (Declaration on the Rights of Indigenous Peoples Act)

    BC’s Action Plan on the Implementation of DRIPA

    The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) is an international set of standards to protect the rights of Indigenous peoples. The Truth and Reconciliation Commission of Canada called for the UN Declaration to be used as a framework for moving toward true and lasting reconciliation. In 2019, British Columbia passed legislation to implement UNDRIP in consultation and cooperation with Indigenous people, to align BC’s laws with the UN Declaration.

  • Spring 2021 Caucus: Federal Distinctions-Based Health Legislation

    Federal Distinctions-Based Health Legislation

    In January 2021, the Minister of Indigenous Services, Marc Miller, announced that the federal government will begin engagement on the development of Indigenous health legislation to improve access to high-quality, culturally relevant health services. The engagement will:

    • Establish overarching principles;
    • Support transformation of health service delivery through collaboration with Indigenous organizations; and
    • Advance Canada’s commitment to reconciliation.
